Article Processing Charges
The journal is open access: there is no subscription and no payment to read. Publication is funded by an article processing charge of USD 1,440, payable after a manuscript has been accepted.
Editorial evaluation and the peer-review decision come first and stand on their own; the charge follows acceptance under the publisher’s verified policy.

How the charge works
Three points fix when the charge applies and how it stands in relation to review. They hold for every manuscript.

It is charged only after acceptance
Submission, screening and peer review carry no charge. The invoice follows the editorial decision to accept, in that order.

The decision is made on its own terms
Editorial decisions are based on scope, scientific quality, methodological rigor, ethical compliance, reporting quality, and relevance to the journal. Payment, membership and any paid service the publisher offers are excluded from that assessment, and editors are not told the payment status of a manuscript.
Review itself is unchanged by any commercial arrangement: Single-blind by default; double-blind review is available on request.

It pays for publication
The charge supports the work that turns an accepted manuscript into a permanent, findable, open-access record: production, registration, hosting and preservation.
What the charge supports
Each item below is work the publisher performs on an accepted manuscript.
- iEditorial handling and the coordination of independent peer review.
- iiCopy-editing, typesetting and production of the final article.
- iiiRegistration of a DOI and deposit of the article metadata.
- ivOpen-access hosting, so the article is readable by anyone without payment.
- vDeposit into the publisher’s digital-preservation arrangements, described on the Indexing and preservation page.
The charge above is the standard article processing charge. Terms for a particular manuscript, including any fee relief, are confirmed by the editorial office; authors are encouraged to ask before submitting, so the terms are known in advance.
Withdrawal
These terms are publisher-wide and apply to every manuscript withdrawn before publication.
Authors should contact the editorial office promptly and wait for written confirmation before submitting the work elsewhere.
Manuscripts withdrawn within 3 days of submission are not subject to a withdrawal charge.
Manuscripts withdrawn more than 3 days after submission incur a withdrawal charge equal to 30% of the journal's APC.
Authors must receive official withdrawal confirmation before submitting the manuscript to another journal.
Billing and fee-relief inquiries
One address handles the commercial side of publication, and it is not the address that decides manuscripts.
- Before you submit
- Ask the editorial office to confirm the charge and terms that would apply to your manuscript.
- Funders and institutions
- Where a funder or institution is paying, send the billing contact and any grant identifier with the manuscript so invoicing can be prepared correctly.
- Fee relief
- Requests for fee relief are considered by the editorial office and are decided separately from the editorial assessment of the manuscript.
